Can a retail location you wholesale your class B product to legally ship it out?

I am a CFO class B. My granola is wholesaled to 24 retail locations. If the gift shop has a customer that wants it shipped for them, is the gift shop legally allowed to ship it for the customer? I as the CFO am not shipping it. The shop owner is shipping it from their retail location’s website/store. thank you for your advice on this matter.

From what I have heard, it would be legal for a commercial food business to ship a product after they have purchased it from you.
