Certain cottage foods cannot be sampled in their prepared state, such as dip mixes. The ability to sell roasted coffee does not include prepared coffee, but some states do allow the sale of coffee and tea because those are low-risk items. You should contact the ag dept to learn about the rules for selling prepared coffee.

I’m curious as to whether a coffee roaster selling roasted beans (a non-PHF under TN law) at a Farmer’s Market may offer free samples of coffee it brews to order. I believe that you would need a commercial kitchen to sell either pizza or pasta. You can’t use the cottage food law. http://forrager.com/faq/#commercial

Are you not able to create a domestic kitchen because you have pets, I assume?
I’d recommend that you start by selling your jams and chutneys locally with the basic cottage food law, before trying to sell online.

I do not think that any cottage food law is sophisticated enough to specify bartering transactions as monetary transactions that count against your sales limit. If it were me, I’d only count monetary transactions against the sales limit, and I’d be highly surprised if ignoring bartering transactions were illegal.

There isn’t any statewide, govt initiative to list all CFOs, but there are a few health depts that have lists of CFOs in their counties. Off the top of my head, I think Sacramento, LA, San Bernardino, Orange, and a few others have a list.
