If you’re talking about cooked pasta, then that’s definitely not allowed. But it looks like Ohio also doesn’t allow dried pasta. So you’re only option would be to go commercial. http://forrager.com/faq/#commercial

Hi David, I would like to tap into a certain market by preparing chocolate dipped pretzels, cookies, or rice krispy squares once a month in my community via mail order or word of mouth. Hello, I am a veterinarian interested in using Chinese Medicinal Herbal formulas in my practice. The formulas are made by a Chinese herbal pharmacy in Florida and are not available for purchase by the public. Would they be considered herbs under the cottage food laws, or are they considered medicine (and thus need sales tax)?

I haven’t seen any rules published by the Ohio ag dept, but generally, you should be individually packaging your samples in your home kitchen, and they should be opened by the consumer. This would probably be fine, especially if you use water instead of milk. Since there’s a very small amount of milk, it’s possible that the sugars in the cookie dough would stabilize it and even that would be okay. The butter shouldn’t be a problem.
