It depends on the frosting. Basic frostings without dairy products should be allowed at farmers markets. To sell at specialty stores, I believe you need to produce the frostings in a commercial kitchen. If you add the butter and then thoroughly bake the croutons, that would definitely be allowed. If you are adding the butter after baking, it would still likely be allowed, but you should check with the ag dept.

Commercial food processing laws are fairly complicated and often county-specific. You should direct your questions to your local health dept. Once you get your business setup, you will be able to sell in most places with relatively few restrictions.

You don’t need it in the lease agreement (unless your landlord requires that), but it’s really a moot point since you can’t sell homemade vegan burgers anyway.

I really don’t know. This is a very county-specific determination. Sometimes it’s as simple as a written note signed by your landlord. Start by asking the ag dept about it.

With the exception of some types of baked goods, anything that requires refrigeration cannot be made in a home kitchen and sold. Therefore, almost all types of vegan burgers would not be allowed. http://forrager.com/faq/#commercial

There is no way for you to sell a homemade sausage, unless you build a separate commercial kitchen in your home (very expensive).
