I make Salted Caramels at home and typically would give them out to friends and co-workers. Recently a boutique store wants to offer them. I also want to be able to sell them online. I take it this would fall under commercial and not cottage laws, right?

Salads do not fall under the cottage food law… you need a commercial license: http://forrager.com/faq/#commercial

Yes — you should contact your planning division and see if there are any local requirements, like a general business license.

That’s right. VA only lets you sell at farmers markets and from home (including delivery).
