Yes, this is correct for direct sales only. However, some counties are taking awhile implementing this change. For your indirect sales, the rules haven’t changed.

I don’t know of any efforts already underway, but usually amendments have to start at the grassroots level. If you are interested in getting more involved, I can put you in touch with an organization that can help you start a campaign. Almost all cottage food laws have started by someone like yourself taking initiative.

An update: according to this article, there are at least 1,200 CFOs in California. I don’t know where the writer got their info, but it appears that they called a number of health departments and requested counts, and then added up the numbers from those that responded.

Not that I know of, but you shouldn’t have your cat in the kitchen while you are working. Also, if your cat does climb on the counters, you definitely should sanitize all surfaces before using them. This is especially a concern for allergy reasons.

That’s all correct. You could still try contacting your health dept to see how complicated it would be to serve coffee… you might not need much more than a sellers permit. Montana has actually specifically allowed hot coffee and tea in addition to their cottage food items.

The cottage food laws are only for items that are intended for consumption. I’m not sure what the rules are for selling lotions, but I believe it’s possible to do from home. I’d recommend calling your health dept to learn more.

Yeah this site is for cottage food laws, which are separate than those for mobile food trucks. I think you’re going to need to call your local health dept about this since you probably won’t be able to find the info online.

Taxes are different for everyone… it depends on the county you live in. In most states, CFOs are exempt from state tax, because they are selling goods that are consumed off their premises. You may have to still pay local sales taxes though. You need to check with whatever departments oversee sales taxes for your area.

That is correct… homemade food sales may be done at farmers markets, but obviously that is not conducive to a custom cake business. Technically, if you found a farmers market that was open most days, you could have your buyers pick up their custom cakes from there.
