Yes, all of those items should be allowed. Bagels are the only questionable one, since they’re deep-fried, not baked. You can call the health dept for clarification.

1. Are you allowed to sell mixes such as Pancake mix or bread mix?

I am going to my town councel meeting to set up a road side stand to sell fresh vegetables, fruits , nuts, flowers, and some starter plants. Can i buy them at a Indiana produce auction and sell them at this establishment without any permits ? Also can i buy produce from local farmers around the area to sell at my stand without any permits ?

The cottage food laws are only for items that are intended for consumption. I’m not sure what the rules are for selling lotions, but I believe it’s possible to do from home. I’d recommend calling your health dept to learn more.

You shouldn’t need any health or ag dept permits to sell uncut produce or plants. However, you will probably need a permit from the city to sell along the road. Check with your planning division about that.
The small town gave me the approval to set up now I just have to talk to yhe land owners by the road to get permission from them to set up on their property. Thanks for the help on the laws because it was all a little confusing
