Hello, I am a veterinarian interested in using Chinese Medicinal Herbal formulas in my practice. The formulas are made by a Chinese herbal pharmacy in Florida and are not available for purchase by the public. Would they be considered herbs under the cottage food laws, or are they considered medicine (and thus need sales tax)?

The cottage food laws only cover homemade food, so these medicines wouldn’t apply to them. But the medicines still may not require sales tax depending on the laws… I really don’t know.
