Well, certainly the easiest solution would be to place something around the kitchen that would block the cat from accessing it.
I’m not sure if it would be possible to do what you’re describing with a cottage food license. You could call the health dept to see if they allow a non-primary kitchen to be used with the law.

Rebecca, in that case I assume that relish and sauerkraut are also never allowed? Are there any other non-refrigerated, non-meat items that are always prohibited?

I’m in Auburn, CA and I’ll setup my CFO soon. I don’t think that many farmers markets in the area accept CFOs, but I have seen some CFOs at different events. If you get a Class B license, I think some stores accept cottage food products too.

I really have no idea if Utah requires lab testing for certain items, but they probably do on these kind of items. You should get in touch with Rebecca Nielsen, who is the cottage food coordinator for UT — her number is 801-538-7152.
