Alex, it depends on where you live, but many states will not allow ganache, since it contains cream.

Sarah, this would probably be fine as long as you are producing the food yourself and selling the items yourself. The “retail store” prohibition is referring to indirect sales being disallowed. Yes, that should be allowed as long as you are personally selling the items at the concession stand.

Deb, yes you can sell your cakes and yes, you need to register with the ag dept, and there are a number of other requirements, which you can read through on this page: http://forrager.com/law/minnesota/

CDPHE is holding what they are calling Cottage Food Stakeholder group meetings on a monthly basis in order to hear from cottage food producers/vendors. The CDPHE wants input into setting up the guidelines for the “pickled vegetables” products that will be Tier 2 food product they can make and sell but probably not until mid-2016.
