If it passes it would be positive. It wouldn’t change anything about the existing law, but would give another avenue for people to sell with less red tape, and also a way to sell acidified and fermented foods.

Yes, there are many states that allow a cottage food business to use a commercial kitchen. I don’t have an easy way to show states that allow it, but here is a list of the states that DON’T allow a cottage food business to use a commercial kitchen: https://forrager.com/laws/?limitations=commercial-kitchen-prohibited
All of the other states do allow it.
