In NY it says you can make spice and seasoning mixes with commercially dried herbs and spices for repackaging. Can I use peppers that I grow and dehydrate to make my own powders and seasonings?

Hey everyone! I am new to this sight. I live in South Carolina and from what I have read I can’t make any of these to sell in this state. But I am just starting to make jams and jelly> I am gonna start making me some syrup tomorrow from scuppernong and muscadines. The directions seemed a bit confusing ,, Is it a hard process??

I don’t see anything in the Illinois Cottage Food Law relating hand washing and packaging.
The hand washing is for food sampling which is a separate issue from packaging. The sampling rules mention

1. Are FRIED doughnuts considered a bread or pastry?
2. Are FRIED doughnuts considered a non-hazardous baked good?
3. Are FRIED doughnuts allowed to be sold as a cottage food at Illinois Farmers Markets?

Often you are exempt from having to charge state sales tax, but you may need to charge local sales tax. It also depends on where you are selling (may have to charge it at a fair, for instance). http://forrager.com/faq/#sales-tax

No. It refers to things like maple syrup and sorghum syrup.
