I’ve been selling spices and tea from home for 6+ years. Recently I was asked to supply a gift shop with tea. If I package my tea in an inspected kitchen, could I do this? Or am I not allowed because I already sell from home?

Basically, yes you can do this with unwrapped candy. You mentioned “variety”… the variety resulting from combining candies should be enough of a change for you to not worry about copyright. Putting cake mix on the label is definitely not sufficient. You need to copy the ingredients from the box to put on your label.
