My mother in law is considering selling empanadas from her home. I’m a little confused about if empanadas fall under the “allowed” category. I’m not aware of a restriction against buttercream in Michigan. I just re-checked the ag dept’s official page and don’t see anything there prohibiting it. It’s correct that you can’t use cream cheese in frosting. If you could point me to where you’re seeing that buttercream is disallowed, that would be helpful. You should probably check with a lawyer or someone in Tallahassee, just in case, but, as far as I know, when you register the name of your LLC on Sunbiz, it’s already done, but a DBA is a separate thing if you are using a name other than your own without having an LLC (or Inc).

Selling peanuts in North Florida, south of Jacksonville.
From all that I can find out peanuts are exempt from most license requirements.
Except of course, bookkeeping. Track your sales, ect.
