Did the ag dept tell you that? If not, I’d recommend you call them to confirm. If that’s true, you might need to hire a lab to test your alcohol content.

Unless there is some special permit for repackaging commercially-produced foods, I think you would at least need to become a limited food establishment — I think those foods would be allowed, but I’m not completely sure. It’s best to contact the ag dept directly and ask them about your specific situation.

Yes, that’s doable but usually quite expensive and complicated. It’s likely that the commercial kitchen would have to be separate from your primary kitchen. Some counties in some states (not sure about PA) offer temporary event permits that allow someone to sell certain types of homemade food for a short period of time.
