CDPHE is holding what they are calling Cottage Food Stakeholder group meetings on a monthly basis in order to hear from cottage food producers/vendors. The CDPHE wants input into setting up the guidelines for the “pickled vegetables” products that will be Tier 2 food product they can make and sell but probably not until mid-2016.

CO’s health dept has chosen not to include donuts on their allowed list, which means they’re probably not allowed unless they’re baked donuts. I don’t think jam, jelly, or frosting would be an issue… I believe that anything fried would not be allowed. http://forrager.com/faq/#commercial

CO just amended their law and is unlikely to follow suit anytime soon. It sounds like you will need to build a commercial kitchen, either on your property or elsewhere.
