Hi, I have a secondary kitchen in my home downstairs. I am Utah. There was a note in the application that you could request a Kitchen Evaluation and someone would come out and let you know if your secondary kitchen could be a commercial kitchen. The bill, AB 1144, passed. CFOs can ship their products within CA starting in 2022.

Just want to chime in that having a seller’s permit will also allow you to purchase some items with tax exemption. Make sure to ask the places you purchase packagings and equipment from to see if they have something like that. A good place to keep costs down.
