I would like to make cake pops and cupcakes at home and sell these and sell and serve coffee in my gift shop. The customers can sit down and eat at cafe tables in the shop. Is this allowed without a restaurant license?

No — I believe at that point, you’ll be considered a food establishment. At the very least, you will need to use a commercial kitchen to produce your baked goods. http://forrager.com/faq/#commercial
