I’ve been selling spices and tea from home for 6+ years. Recently I was asked to supply a gift shop with tea. If I package my tea in an inspected kitchen, could I do this? Or am I not allowed because I already sell from home?

Basically, yes you can do this with unwrapped candy. You mentioned “variety”… the variety resulting from combining candies should be enough of a change for you to not worry about copyright.
