I have never heard that for Arizona. Are you sure the article was written for Arizona? If you can’t find info online about this, then you should contact your health dept for clarification. If you find that farmers can sell homemade goods, I’d really like to know!

Arizona’s law only allows baked goods and candy, but even if you dried produce in an oven, I don’t think they’d be allowed under the law. You probably need to use a commercial kitchen, but you should check with the health dept.

You would not be able to use the cottage food law (as I think you already know), but oftentimes the regulations for selling coffee are much simpler than getting a standard commercial license. Check with your ag dept, as the requirements usually vary between counties.

You mean for building one? It’s super complicated and the rules a different for each dept. If you just want to use a commercial kitchen, you can do that, but you’ll still need to submit plans to the health dept. I’m not sure exactly what your question is, but I won’t have any definite answers because it depends on the dept.

I’m sure you have to be licensed, but I’m not sure how. You should contact your health dept.
