No, that would not be allowed. You cannot sell liquids under this law, and even something as simple as water would require a different permit. I believe you need to produce your ice cream in a commercial kitchen. http://forrager.com/faq/#commercial

I think you will once again need to rent or build a commercial kitchen. Cut, fresh fruit is not allowed under the cottage food law, and you can’t sell interstate. I also don’t think you can ship products under the cottage food law.

Are you sure you need protection from an insurance policy for this circumstance? I’m not sure what the rules are for restaurants. But since you are already inspected and use a commercial kitchen, I’d assume that you already have most or all of what you need. You should contact whoever comes to inspect your facility.

Food trucks operate under different laws from a home-based business. I believe a food truck is considered a food establishment, and food establishments cannot sell food that is prepared in a home. You should contact the ag dept to clarify this info.

What specifically are you having trouble with?
I live in Conshohocken and would like to see if I can have a couple of the coffee shops carry my granola and baked items. I already got a positive response from one store owner, but I am wondering if there are special rules I have to abide by with GF items. Thank you
I wouldn’t imagine you would have to do anything special for gluten free. Is that what GF stands for?
And I am in Colorado, so I would recommend just emailing the Pennsylvania Health Department to ask them specifically.
As @jeremy said, it’s best to call the ag dept about this (unlike CO, the ag dept manages home food businesses in PA).
Because “gluten-free” is a health claim, I believe that including it on your label would also require you to list nutrition facts, so it may be a little more complicated than you were probably hoping.
