What are the restrictions for selling a licensed pre-baked item that has only been slightly altered with no food safety concerns?

If you are taking a commercially-produced food item and altering it in any way, you are then processing it, which must be done in a commercial kitchen. You can resell some types of commercially-prepackaged items without needing a commercial kitchen, but that doesn’t sound like it would apply in this case. http://forrager.com/faq/#commercial

Is it allowed to sell home-baked goods AND home-canned goods at the same time? I am looking into joining some local farmer’s markets as a vender and would be interested in selling BOTH kinds of items. Also, I know that the “Pickle Bill” only allows up to $5,000 profit per annum but what about the “Cookie Bill”? I have seen multiple answers ($5,000, $10,000, $25,000) and would like clarification. Thanks in advance!
