    Would homemade pasta that could be frozen fall under one of the catagories?

    Sorry, pasta isn’t allowed in Texas. Texas is very specific about what it allows.

    Pasta not allowed in Texas…does that include uncooked pasta for a dry soup mix? ie: not homemade pasta

    If you’ve remove it from its package, I don’t think you can even sell commercially-prepared dry pasta.

    Do they expand on the formulation at all? I mean what is the difference between rice flour cakes and rice pasta? Is it around soft fresh pasta? Egg noodles?

    Generally speaking, for Texas, if it’s not on the allowed list (as specified in the law), then it’s probably not allowed at all. You can check with the health dept about items that aren’t on the allowed list, but they’ll probably say that you need to produce them in a commercial kitchen.
