when I make labels for my cake pops, will I need to make new labels with each different kind of topping that I have ?

  Yes, each label needs to include all of the ingredients (including sub-ingredients) that are in the product.

You cannot sell homemade Indian food in Rhode Island. You will need to use a commercial kitchen, and you should call the health dept about the licensing you will need. http://forrager.com/faq/#commercial
