Can you sell dairy based frostings in Louisiana?

Example: Cream Cheese frosting for cinnamon rolls, Buttercream frosting for cakes and cookie fillings, etc.

I’ve always been told and have read in Facebook groups that you can’t sell any food items made with dairy products if they aren’t shelf stable. So no frostings or cheese filled breads because they’re technically “time sensitive foods”.
Apparently, with the new changes to LA Cottage Food Laws, I’ve read you CAN but it has to be sold within 2 hours after it’s prepared. ???

I’ve tried to Google a more clear answer but haven’t found anything definitive.

I wasn’t aware that Louisiana has changed their law. Do you have more info about that?
