    My sisters and I are interested in selling cupcakes to clients who will contact us from a business card for birthdays/showers/party events. We do not want to sell at any food stands or farmer’s markets so I’m not sure if the HEA 1309 law applies to us. Do we need to get a license to sell these cupcakes that are made in our home kitchens?

    You wouldn’t be able to make the cupcakes in your home kitchen to sell in this way. Instead, you need to use a commercial kitchen. http://forrager.com/faq/#commercial
