The rules get fuzzy when it comes to things with alcohol and items with health benefits. It would probably be best to directly contact the health dept about this.

You would need to make the muffins and cookies in a commercial kitchen. As far as I know, it isn’t possible to do at home. http://forrager.com/faq/#commercial

Yes, that is correct. You would need to produce your items in a commercial kitchen. In some states, it is possible, but very expensive, to add a commercial kitchen to your home. Otherwise, you’d probably need to rent one.
