    Aloha –

    I am looking to see what the current laws/permits are for distributing to the homeless here on Oahu. A few friends and I would like to make a hearty soup and walk along the Waikiki/Kaka’ako area handing it out on Christmas Eve. From the research that I’ve done, it looks like I’d need a permit requiring me to make the food in an established kitchen that has a food service permit. I’ve also seen quite a bit of talk about the cottage laws, so I am unclear about what exactly needs to be done, and how. If anybody has any guidance, it would be greatly appreciated.

    That wouldn’t fall under a cottage food law since you’re not selling it. I think that, technically, you would need to use a commercial kitchen, but most of the people who do this type of charity, like the Burrito Riders, don’t bother.
