I am wanting to start a candy business using my hazelnuts from my farm I live in Oregon and red under the rules that candy is exempt from agricultural licenses. I’m wondering can I sell online without a license?

Hi, I’m in California. I make home made brittle and maple butter mixed nut products. I will be selling for the first time in a couple of weeks. I am new here and having trouble finding rules/laws for selling candy online. For years I have made Carmel popcorn for friends and family and I’m considering mail order/online sales. Can anyone help with Oklahoma laws. As far as I can tell it only baked goods. Thank you in advance
