Making doughnuts in CO

    I have a questions regarding making doughnuts in the state of CO. First question, do doughnuts fall within the cottage law in CO and second question is what are the limits if any, regarding filled doughnuts as in Jelly, Jam and/or frosting. Any advice/help is greatly appreciated, thank you.

    CO’s health dept has chosen not to include donuts on their allowed list, which means they’re probably not allowed unless they’re baked donuts. I don’t think jam, jelly, or frosting would be an issue… I believe that anything fried would not be allowed. http://forrager.com/faq/#commercial

    Doughnuts are allowable under the Colorado Cottage Food Act law. Any fillings would have to be non-potentially hazardous. Jams and jellies should be fine, but creamy fillings would not be allowed, because of needing refrigeration. The label would need to list/include the oil/type of oil under ingredients.
