Creates rules to allow cottage food establishments.

Allows certain non-perishable baked goods, candy, jams, jellies, and other fruit preserves.

Allows sales from home and at farmers markets, events, and roadside stands.

Limits sales to $25,000 per year.

Requires producers to get registered, get a kitchen inspection, and renew their registration annually.
