    What is the definition of baked candy? Are chocolate candies (ie: dipped pretzel rods, turtles, truffles) allowed under either the cottage law or the home kitchen operation? What about chocolate covered fruit, like chocolate covered strawberries, or caramel apples that are also dipped in chocolate?

    • I actually don’t know what kind of candy that refers to, but some state’s laws do say that baked candy is allowed, so I figure there must be some kind of candy that falls under that category. Illinois’ law doesn’t actually say anything about candy — it just says “not a potentially hazardous baked good”. I know that mochi is a type of baked candy, but I’m not sure if it’s a non-PHF.

      Basically, virtually no candy would fall under this category. The cook process of the candy must be done via baking, which is not the case with chocolate, caramel, or most other types of candy. None of the items you listed are allowed.
