What is the definition of baked candy? Are chocolate candies (ie: dipped pretzel rods, turtles, truffles) allowed under either the cottage law or the home kitchen operation? What about chocolate covered fruit, like chocolate covered strawberries, or caramel apples that are also dipped in chocolate?

I actually don’t know what kind of candy that refers to, but some state’s laws do say that baked candy is allowed, so I figure there must be some kind of candy that falls under that category.
