Connecticut has no cottage food laws at this time, but some individuals are trying to get support for one via their online petition. They’re posting updates on their Facebook page. They proposed HB 5815 in 2013, but it did not pass.
Hawaii does not have a cottage food law, but it introduced two new bills (HB2153 & HB1992) in the last legislative session, neither of which passed. Although Idaho does not have a cottage food law, individuals have reported that they are allowed to sell homemade food without any problem at farmers markets in some areas of the state. You should check with your ag department to see if they allow homemade food sales in your area.
Kansas has no cottage food laws at this time, but some individuals are trying to start one. You can support them by signing the petition.
New Jersey has been trying to get some laws passed for awhile, and this year they have two new bills on the table. One is doing well, having passed through Assembly and working its way through the Senate.
