Who can I sell to?

    A friend and I are interested in selling brownie/cupcake/cake/dessert mixes.

    Can we
    1. Sell to grocery stores in state and out of state?
    2. Sell online and ship in state and out of state?

    If not, what type of license would we need to obtain.

    No — not if you plan on making them at home. You need to make them in a commercial kitchen and get a commercial license: http://forrager.com/faq/#commercial
