I am very new to cottage laws but am interested in opening up a home based business. If the state has no laws about cottage foods, am I correct in assuming that no one is allowed to sell home baked/ homemade goods such as jellies, jams, cakes, etc. in that particular state?

Yes, that is correct. You would need to produce your items in a commercial kitchen. In some states, it is possible, but very expensive, to add a commercial kitchen to your home. Otherwise, you’d probably need to rent one.
