Would I be able to make an apricot and habanero pepper jelly? It seems like the list of allowed/not-allowed products is unclear on this.
“Jams, jellies and preserves” = allowed
“canned fruits and vegetables” = not allowed
“vegetable butters and jellies” = not allowed

Looking at the last two together seems to indicate that fruit AND vegetable jellies would be allowed, since it states explicitly that “canned fruit and vegetables” are not, and that “vegetable jellies” are not. If fruit and vegetable jellies were not, then the last statement would have been the place to so explicitly (since they stated explicitly that canned fruits and vegetables were not allowed).

No, pepper jelly would not be allowed in Florida. Actually, when it mentions jams, jellies, and preserves it is only referring to those made from fruit. Any kind of canned vegetables are not allowed, as you can see in the second question of the FAQ.
