I understand that under the Cottage Law, baked goods made at home can not be sold to a restaurant for resale. Is it permissible to sell home baked goods directly to consumers from the venue of a coffee shop?

No — it needs to be from home or at a farmers market, event, or roadside stand.

I would like to expand my baking passion and start selling my home made goods to coffee shops, restaurants, etc. for resale. What steps do I need to take? Is it possible to obtain a license and continue to use my kitchen?

Sorry, it’s not possible. You must use a commercial kitchen. http://forrager.com/faq/#commercial
