Workers Compensation insurance with no employees? & NAICS code for baked goods?

    The San Francisco Application for Food Permit to Operate appears that it requires a certificate of liability insurance for workers’ compensation. If a CFO (in my case Class A baked goods) does not employ any workers, do you HAVE to have workers’ comp or any other form of liability insurance?

    Also, is the most accurate NAICS code for selling baked goods (cookies, cakes, scones, and the likes) 311811 (Retail Bakeries)?

    I don’t think you have to have liability insurance, though some venues (eg farmers markets) may require it.

    I think you could use that code, but a more accurate one may be 44529, because likely you will be selling your products outside your home.
